If you have nothing but like a core set, then here's my recommended buying guide for starting Scum. 2 Ys, 2 Zs, and an HWK could work as well if you use generics for the Ys and Zs. Assuming you have a Y-wing and a Firespray already, along with a few important upgrade cards like EU and TLT, you can do Boba or Kath with VI, EU, some crew, maybe some ordnance, and then 2 TLT unhinged Ys. It is more of a 'turn some ships you already have into scum as well' expansion, with 3 ships and cards for 3 other ships.

If the only Scum ships you'll have are the 3 from most wanted, no, you can't build a 100 point list. That depends on whether you already have any Y-wings, HWK, or Firespray for your rebels or imperials.
